Notes from OKI Concerned Citizens gathering of May 14th.

Oak Island Town Issues
This was our first meeting after the primary vote on Tuesday, May 8th, and we were happy to welcome our new commissioner elect, Pat Sykes, to our meeting to make a few comment regarding her plans when she takes office this fall.  We hope to have more candidate join us in upcoming meetings so if you have anyone you wish to invite please let me know.  The only reason I would like to know is so we don’t get everybody at one meeting. We want to give then all a fair chance to tell us why we should vote for them.  There is a scheduled runoff election for some offices that will be held this coming July 17th.  The offices that will have a runoff will be Republican Party:  Lt. Gov., Commissioner of Ins., Sec. of State, and Superintendent 0f Public Instruction.  For the Democrat Party: Commissioner of Labor.

As stated, Pat Sykes was at our meeting and she made the following comments regarding her goals when she takes office later this year.  She would like to see the county implement a transparent cash flow system where all financial payments were made available on-line for the public to view.  She mentioned her concern with pollution of the local streams and rivers which are such a important economic resource for our area.  She also commented on the issues of Animal Control, the savings to the county of over $800,000 through the bidding out of County Cafeteria services as well as focusing on our current economic times by concentrating on needs, not wants, when it comes to County spending.  She also stated that it would be her plans to step down from the Social Services Board when she took office as a Commissioner and felt strongly about the County providing more services to local towns as opposed to duplicating service.

Other issues discussed and commented on where:

1.       The $32,175 audit contract on the coming Council agenda.  While it might be advantageous to retain the current audit team for the next year it would be nice to have a better review of audit finding than what was presented this year.  We’re not looking for a costly dog and pony show but something that is more informative than what we received this past year.  The findings need to be the focus of the report along with concerns these findings raise, not so much on process unless questions are raised.
2.       The issue of the Town’s Budget was brought up and it was acknowledged that we were behind where we wanted to be.  The upcoming Council agenda calls for a budget workshop meeting to be scheduled for Friday, May 18th.  There were comments that while Council had requested a reduction in spending to be presented that some managers were unable to deliver the necessary reductions to accomplish that objective.  Considerable discussion followed but the presentation of the first run of the budget will be the proof as to what actions will be needed to accomplish the Council’s goals.
3.       The agenda item that called for the Town Manager to be given authority to adjust utility bills of non-residents was discussed, with concern as to how the cost of the sewer would be paid for if these funds were not received.  While the cost of the sewer is something that all of the town is or at least should be embarrassed about, it is something we all have to pay for.  While it was intended that the sewer would increase property values, that has not occurred for any of property owners, resident or non-resident.  We don’t have a choice but to pay the bills that are necessary to be paid and look for savings opportunities where they are available.
4.       A Wastewater Permit Modification Application has been presented that would remove monitors from the requirements.  These are the monitors that do not exist anywhere (as not invented) but were placed in the permit application in the hopes of our past Wastewater Project Manager inventing them.  Since the inventing did not occur and the Wastewater Project Manager is no longer a Town employee, it seems logical to have these items and their proposed cost removed from the project.
5.       The discussion regarding the upcoming mediation regarding the Barris law suit and the concerns with the Fishing T on West Oak Island Drive was kept to a minimum.  While a few points were made regarding the protection of private property rights, it was the desire of the group and the parties involved to hopefully work to attempt to reach a win/win solution through mediation.
6.       On the issue of transferring the 911 services to the county, I think most agreed that would be the path we should take but that it should be done with care and consideration.  While the County may be willing to manage the transfer as early as July, based on various considerations pointed out in Councilman Kiser’s letter, it should wait until this fall when we are better able to do it with the least disruption to services.  (see letter in May 15th Council package if you want more)

Again, let me request that if you have any political candidate who will be up for election in July or November we would be happy to have them plan to come and address our group.

Notes from 4/9/2012 Concerned Citizens gathering

Oak Island Town Issues It appears spring is upon us and the issues related to the towns budget are starting to percolate.  Please let your council know of the issues that are important to you.  Just remember one thing, if you ask for something, decide what you are willing to give up to get it, either less services or added taxes.

Joining us for a few minutes was Tom Simmons who spoke of his candidacy for Board of Education in this fall’s election.  He is not on the ballot in May because he has no primary opposition.  We will welcome him and other candidates to join us at a future meeting.

Mayor Wallace spoke of several things that have occurred over the past month with regard to budget amendments, the securing of sewer system loans and other general budget issues.  She encouraged anyone who could, to attend the upcoming budget meetings.  As usual, she ask that as many as possible should come to Town Council Meeting at Town Hall.  Council meetings are on the second Tuesday of each month, beginning at 6pm.

The one item that received some discussion was the vote by council to award a discounted vehicle to warrior support group here in town.  The discussion centered around the fact that we have considerable debt and that giving away several thousand dollars was not in the best interest of the town.  While there was agreement with the outstanding efforts by our current council to move our town forward in addressing our financial situation, it was generally agreed that this decision should not have been made without a cost/benefit relationship established.  We have lots of deserving groups and lots of citizens who have difficulty in paying their taxes and utility bills and all monies of the town should be directed to citizens benefits as opposed to making charitable gifts.

The upcoming election on May 8th will have many people on the ballot as well as issues that are important to the citizens of Oak Island, Brunswick County and the State of NC.  If you have not yet seen the ballot you will be confronted with when you step into the voting booth, you can take a look at your choices at the following locations:

Oak Island Town Issues

Let me keep this relatively simple, OKI is currently in a negative cash position!  Depending on how you look at it, we are in the hole from $2.9 million to $3.8 million for this year and who knows what next year will look like.  The most likely options are that we will have to work with a substantially smaller budget (less services), increase sewer fees to property owners and citizens, or a property tax increase.  We find ourselves in this situation due to three factors, lower revenue than projected, higher expenditures than anticipated and a seemingly total lack of management by OKI’s past administration.

How the heck did we get here?  While dwelling on the past is not the answer for the future, if we don’t identify what went wrong and hold some people responsible there is a much greater possibility we will repeat our errors.  Just in the short time (2 hours) that I was at the meeting, it was quite evident that our former town manager was not in full control of what was happening under his leadership.  He allowed people to make bad decisions and failed to hold them accountable for those actions.  He did not do what was needed to be done to protect the financial position of the citizens he represented and failed to keep council apprised of many things that they should have been made aware of.  Add to this a council made up of a majority who blindly trusted the town manager and failed to ask the questions necessary to have a full understanding of the conditions.  How could they just sit there and rubber stamp the town managers requests without asking the tough questions and holding him responsible for adequately responding?  When questions were ask, answers were often delayed for months or ignored completely because he knew he had the votes on council to back him up.  In fact, most of council held Mayor Wallace and councilman Medlin in contempt when they tried to demand the town manager be responsible and forth coming in his actions.  
The bottom-line is, that based on many decisions made by the people who were running this town over the past several years, we are in a quandary.  While it is a difficult situation, it is something we must all work together on to resolve.  I think we have the right team/council & manager in-place now to begin the process of turning the ship of state in the right direction.  Getting things back on a solid footing will not happen overnight and it will likely cost all of us higher fees for services and possibly less service for the fees and taxes we pay.

What is the process of digging our way out of this hole to be a fiscally sound and a financially responsible town again?  The first step of the process will be to recover, if possible, some of the loss funds the State held back due to managements inadequate addressing of loan/grant applications.  The second will be to look for short-term cost savings within the town's current budget. And thirdly, will be the drafting of the town's 2012-2013 fiscal year budget.  (One area of hope, is that Councilman Medlin requested that all bonding contracts be reviewed for coverage and as well as all change orders that resulted in added project costs.  These are areas where added sources of funds may be found to offset some of our revenue shortfall.) Needless to say, there will need to be cuts and changes in how our current government operates.  While fees and taxes will need to be considered, I would expect that only to occur in order to adjust inequities or as a very last measure to keep our town fiscally sound.
So, keep your eyes open and watch as the business of our town is accomplished by our new council and town manager.  As citizens, it is time to be heard.  Let them know about things that are important to you.  But when you request something or demand something not be cut, make sure you are willing to pay the price to achieve your objective.

Pay close attention, the next few months will be critical to the future of our town and the associated cost of owning property here.

Notes from February OKI Concerned Citizens Gathering

Oak Island Town Issues Notes from 2/13/2012 Concerned Citizens gathering: (These are my best recollections of what was discussed and some added comments that I felt compelled to make)

Well it was quite a meeting with lots of issues and things to talk about plus some special guests.

Joining us last night were some out of town property owners, some new folks and several distinguished guests who have registered for the County Commissioner race.  In addition, we had Oak Island resident Frank Iler, our current and running to be re-elected State Representative, spending time with us.  It’s always interesting to get Franks perspective on what’s happening in Raleigh and what’s on the agenda for this coming year.

The folks running for Brunswick County Commissioner were Frank Williams who would be representing the Leland area, as well as Pat Sykes and Joe Agovino who would be representing our area of the county.  While they will represent different areas of the county, the entire county elects them, so it is a county wide election for each commissioner position.  All provided some brief comments regarding their position and ask for our vote in the upcoming elections.  They all welcomed the possibility to come back at a future meeting where we could notify folks in advance of their attendance as to give us time and have more people there.

Issues Discussed:

The contract for our former town manager came up for discussion, the town officials were not able to provide any information due to the personnel nature of the issue, but the group was not in favor of paying anything until all the facts were on the table.  As more and more facts come out, the evidence seems to build as to just how poor of a job he did in providing leadership to town employees and his neglect of open communications with citizens.

Also discussed was the continuing saga of escalating sewer expenses, the town officials will be discussing this in detail at council meeting February 14th.  Based on what we know at present, we will be incurring some extra additions to our sewer cost in the millions of dollars.  I won’t begin to try to explain this issue, so I encourage you to attend town council tonight (2/14) or view the video to get the best explanation possible.  This is the legacy that was left to us by the past town council and town manager.  There will also be a special meeting of council on Thursday the 16th to deal with this very important issue.  Please check the town website for more details about this meeting.
I would encourage our current council to get all these issues on the table and deal with them in as open and professional manners as possible.  They need to stop the bleeding and begin the process of correcting the problems they have inherited.  At some point they will need to take responsibility for getting these issues resolved and moving on to healing the financial condition of our town.

The sewer lines to the Baptist Assembly on Caswell will cost the town $155,000 which was a issue that came to the surface in the last few weeks.  It represents an agreement signed some years ago with Caswell Beach and will need to be paid based on our obligation to our sister town.

Carol Painter and Danny Kiser gave us some comments about what they have experienced since assuming their new positions on council.  Both have gotten deeply involved in town business and are deeply concerned about what they found.  It has taken a considerable amount of time to begin to get a handle on the many issues that need resolution.  They were complementary of the town employees who were willing to work with them in allowing them to get a handle on the issues in their areas of responsibility.  Both had high hopes that if things could be put on a solid footing in the coming months their time spent on town business could be substantially reduced.  The group felt they had done a great job to-date and wish them continued success in their efforts.  While we don’t always agree on every issue, nor do we expect to, we have considerable faith that our concerns and issues will be given consideration.

The employee benefit issue that was on the councils’ agenda last month and again on this month was discussed in some detail.  While the group acknowledged the need to be a good employer, we must refrain from doing things that increase costs to the town during these challenging financial times.  We discussed some of the reasons for the change being on the agenda and thought there might be other ways of dealing with the issue that doesn’t add to the towns cost and obligations.  While there might be reasons for making changes to the employee benefit program, those changes should be made as part of an overall review rather than one benefit issue at a time.

One of the more challenging things coming up for council and town management in the coming months will be the construction of the 2012-2013 budget.  All departments are looking at savings opportunities within their departments and citizens are encouraged to provide input as to how they feel the budget should be constructed.  The Mayor asked that citizens and interested parties provide input to her and to council.  It comes down to what are they willing to pay for and what they are willing to give up to reach the outcome they desire.  All contact information for the town is located at the towns website.

We discussed the current paving projects that are underway and the randomness of which streets are paved.  There was no answer as to how those decisions were reached since the people who made them are no longer employed with the town.

The group was open to inviting local politicians to come to our meetings as well as local town employees to give us some insight into what their responsibilities are.  I would caution anyone accepting our invitation to be open to comments from the group, as we definitely have opinions.

One issue that came up briefly was that we have many committees working on lots of issues and they have open meetings where citizens can attend to get more information on decisions at a basic level,  such as road paving.  While there may be a few people that can attend all the meetings, most of us have lives to live and families who want us at home once in a while.  It would be interesting if we could find a way to get greater information out to the public without the time spent in meetings.  While there might be one or two issues on the agenda of interest, you often have to sit through a nap inducing meeting to be there for your item of interest.  It’s like a lot of things in politics, the people making decisions only hear from those who have something to gain from the outcome and hear nothing from those where the impact is minimal.  We would challenge the town and citizens to come up with recommendations to improve that situation.

You can read here that our town has many problems that were delivered to us by some bad decisions and some bad luck.  I don’t think we can go much beyond that until the SBI investigation is complete.  In the mean time we need to continue to work together as citizens to make our town the best it can be.  We must remember, even with all the financial issues council has to deal with, we live in the best place on earth.  I believe this is a the most special place on earth to be given the opportunity to live.  We have some of the best weather, the best scenery, the best neighbors and the best friends.  We have a community that is special and if we work together we will continue to have the extraordinary place we have where all responsible citizens and visitors are welcome and freedom reigns.  It certainly has been a great winter and spring is right around the corner.

A good time was had by all, or at least most, and we went home.

Notes from January's OKI Concerned Citizens Gathering

Oak Island Town Issues Following up from our December gathering, where we met at Oak Island Restaurant to celebrate with desert and fellowship, we are now back in full swing as we enter the new year.

I believe our group is in agreement with how the newly elected council handled their first meeting by providing our town with new leadership.  We anticipate that Council will be dealing with many issues over the coming months that will give us an opportunity to learn more about how our government works and how things will be dealt with under this new leadership.

In our January gathering we discussed some of the issues that would be on the agenda at the next Council meeting as well as what had been reported in the local newspaper. 
One of the items discussed was the spending of money on radios and radio equipment.  The question was whether this issue had anything to do with moving our emergency services from OKI to Brunswick County.  It was disclosed that this issue was related to compliance with federal government standards which were being changed and compliance was not optional.  Danny Kiser reported that he had been working with the county to substantially reduce the cost of these required changes.

Another agenda item which resulted in some discussion was surprise disclosure that a reuse waterline had been built to the Baptist Center on Caswell Beach which the town of OKI had the responsibility for paying a portion of the cost.  The amount owed to Caswell Beach for our portion of the cost is $155,000.  We really don’t have much of an option here due to past signed agreements.  The notification that this line is in place and will need to be connected may make some changes to the placement of the line which is designated to be installed to pump reuse water to the golf course.

The Pilot had recently reported that Oak Island Council was considering moving from a town manager form of government to a mayor/council form of government, differenced I pointed out in a recent email, referring people to the site: http://sogpubs.unc.edu/cmg/cmg06.pdf .
It was stated that this, by no way, in final consideration but rather a consideration for down the road.  Our current assistant town manager is doing a more than satisfactory job in filling in as town manager and no immediate changes are planned.  Citizens are encouraged to provide their thoughts on the matter to council.

The upcoming planning session scheduled for Jan. 17th at Town Hall will give citizens the opportunity to learn about some of the important issues for the coming year.  Everyone is welcome to attend, as the session is not likely to be on video.
